Ames Research Center (ARC) provides vital research and technology for the United States space program, aeronautics industry, and national security. Ames is recognized for technical excellence in life sciences, human factors and man-machine interactions, fluid dynamics and heat transfer, aerodynamics and flight dynamics, flight stability and control, and technical project management. More than 30 of the Nation's principal technological facilities reside at ARC, including the world's most sophisticated wind tunnel complex and most advanced supercomputing system. ARC represents approximately 4% of the agency budget; the single largest category of contracting opportunities involves on-site services in support of the activities identified above.

As a primary contact point for interface between ARC and the business community at large relating to information and instruction on how to do business with NASA, the small business specialist facilitates access to and awareness of the federal NASA procurement system as it applies to ARC largely via in-person counseling sessions, telephonic contact, attendance at a limited number of conferences and trade fairs, and distribution of pertinent information, including some publications routinely available from NASA Headquarters and the other NASA Centers. The small business specialist is also the primary Center advocate for small business firms, women-owned businesses, and small, disadvantaged businesses.

It is important to note the small business specialist:

  1. Cannot assist contractors in the preparation of proposals
  2. Cannot in any way guarantee a receipt of a contract award
  3. Serves as an advisor to the Contracting Officer who has final authority over contractual matters
  4. Is not involved with personnel matters pertaining to the hiring of new employees either as NASA civil servants or contractor employees
  5. Does not solicit/accept gratuities.
